C-120-AR: Flags

  1. School and division administrators shall ensure that the flags of Canada and Alberta are displayed at division facilities during the entire school year.
  2. The following protocol shall be followed when flying or displaying flags.
    1. Flags may be flown on flagstaffs or displayed flat.
    2. If a flag is flown on a staff at the front of, or on a platform of an auditorium, it shall be placed to the right of the speaker, and when it is flown in the main area of the auditorium, it shall be placed to the right of the audience.
    3. If displayed flat, a flag may be hung horizontally or vertically.  If hung vertically, the canton (i.e. upper left corner of the flag when hung horizontally) remains in the upper left corner as viewed by the audience.  To have this occur with a Canadian flag the tip of the maple leaf would point to the left and the stem would point to the right, as viewed by the audience.
    4. When two or more flags are flown or displayed together the flags shall be approximately the same size and shall be flown from separate flagstaffs at the same height.
    5. The order of precedence for displaying flags:
      1. Canadian
      2. Albertan
      3. Other
    6. When three flags are flown together, the Canadian flag shall occupy the central position, with the flag of Alberta to the left and the other flag to the right as seen by spectators.
    7. When more than three flags are flown together, the Canadian flag is flown on the left of the line of flags as seen by spectators, with other flags, in order of precedence on its right.
    8. When more than one flag is flown and it is not possible to hoist or lower them at the same time, the Canadian flag shall be hoisted first and lowered last.
  3. The following protocol shall be followed when half-masting flags.
    1. On official days of mourning, the flags shall be flown at half-mast with the centre of the flag being half-way down the staff.
    2. When the flags are raised to the half-mast position or lowered from it, they are first raised to full-mast and then lowered.
    3. Flags are normally flown at half-mast from the time of notification of death up to and including the day of the funeral.
    4. Flags are flown at half-mast on government buildings on the death of
      1. the sovereign or member of the immediate family of the sovereign
      2. the current or a former governor-general of Canada
      3. the current or a former prime minister of Canada
      4. a federal cabinet minister
      5. a privy councillor whose place of residence is St. Albert, Alberta
      6. the lieutenant-governor or former lieutenant-governor of Alberta
      7. the premier, or former premier, or a cabinet minister of Alberta
      8. a member of parliament or the provincial legislature from a St. Albert riding
      9. a senator from a St. Albert riding
      10. the mayor or a former mayor of St. Albert
    5. The division office administrators may choose to fly their building flags at half-mast, too, at these times.
    6. Flags shall be flown at half-mast on the death of a current student, staff member or trustee and may be flown at half-mast on the death of an individual associated with the school or community.
    7. Special instructions may be issued by the superintendent on other occasions.
